         FCA Evolution

        • The FCA was established in 2003 by virtue of decree law No. (1) of 2003, issued by the late Sheikh Zayed bin Sultan Al Nahyan, then the president of the state on the establishment of the FCA.

         

        •  On 21 July 2015, the FCA has shifted to another stage of the customs work upon the issuance of the decree law No. 8 of 2015 as the said law granted the FCA additional powers contributing to protect the community security, facilitate trade, develop and support customs work and promote the UAE competitiveness in this area.

         

        • The Authority is the entity entitled to deal with customs affairs in the State, and shall be responsible for customs policymaking along with preparing unified legislations for organizing Customs work and anti-customs smuggling and fraud. It shall also ensure their implementation by competent authorities according to this law and laws, regulations and decisions in force.

         

        The Authority Terms of Reference

        The Authority shall assume the following terms of reference:

        • Setting general policy for customs affairs inside the State in coordination with customs departments and overseeing, monitoring and assuring its implementation after its approval by the Cabinet.

        • Proposing the draft laws related to the customs affairs in the State and overseeing, checking and inspecting its implementation by customs departments after their issuance.

        • Preparing rules and regulations and procedures organizing customs works in the State, monitoring and inspecting its implementation.

        • Preparing, unifying and adopting measures of customs risk management, setting and approval of rules and regulation shared between customs risk management and monitoring and inspection of its implementation.

        • Adopting best practices and measurements in customs work and monitoring and inspection on their implementation by customs departments.

        • Proposing fees related to customs services in coordination with customs departments and submitting it to the Cabinet for issuance and assurance of its implementation. 

        • Setting and adopting unified customs procedures for inspection, tariff, information and customs licensing and monitoring and inspection on application of these procedures by customs departments.

        • Monitoring and inspecting the imported, exported and transient goods through customs ports in coordination with customs departments.

        • Coordinating with competent entities to take necessary steps to ban entry of goods and prohibited items inside the State.

        • Managing and operating of customs departments in the ports of the State, if any of them require that.

        •  Collecting, preparing and publishing data, information and statistics, of customs nature in the State.

        •  Representing the State in Arabs, regional or international conventions and meetings of customs nature and follow up implementation of decisions they issue in coordination with competent entities inside the State. 

        •  Implementation of procedures associated to joining of the State to GCC Customs Union and any other customs unions.

        •  Setting, adopting and implementing central mechanism in coordination with customs departments for collection and distribution of custom fees with GCC to coincide with laws and treaties in force in this regard.

        •  Putting and adopting a plan for joint training and developing of customs staff members of the State.

        •  Providing the necessary support for the custom departments when required.

        •  Any other missions assigned to the Authority by the Cabinet.
